Meeting Notes

November 3, 2004

Board members present: Troy Clark, Emily Roth, Dale Svart, Frank Opila, Marv Welt.
Treasurer's report (Emily):  Balance is $1758.53. 
Michael O'Rourke will be making both low-end and high-end proposals for producing an oral history video of Smith and Bybee Lakes.  It was reported that he was unable to make this meeting as he was suffering from the results of the previous day's election.
Emily reported that Metro is generating new silk-screens with the Friends logo for our T-shirts.
There was a discussion about what Metro's rules are for:
  • the Port's new trail from near Kelly Pt. Park to Bybee Lake
  • the new facilities and parking lot
  • 40-mile loop trail along the north side of Smith Lake

It is not clear what the rules are regarding dogs and bicycles.  The Friends had consensus that signs should be posted at the new facility ASAP, clarifying the rules.  The new parking lot may be open soon.  Troy will follow up with Elaine Stewart, the wildlife area manager.  It was suggested that Friends take on the responsibility to be out at the new facility, educating the public, particularly on the weekends when Metro employees are not present.

September 1, 2004

Board members present: Troy Clark, Dale Svart, Frank Opila, Marv Welt.
Barbara Boylan is moving to the Eugene area and has resigned from the Board of Directors.
Dale will represent the Friends at the September meeting of the Smith and Bybee Lakes Management Committee (SBLMC).
Troy reported on the Trail Subcommittee proceedings.   The subcommittee has selected 47 criteria, all of equal weight.  The following trail segments have been completed:

Peninsula Crossing Trail (Portland Rd.)
40-mile Loop Trail (N. Marine Dr.)
Port of Portland Trail (from Kelly Pt. Park to Bybee Lake)

The following trail segments are being considered by the subcommittee:

Ash Grove Trail (considered sensitive habitat by SBLMC)
SW Landfill Trail
East Landfill Trail
South Slough Trail (south side of Columbia Slough)
South Shore Trail (south shore of Smith Lake, north of Slough)
Columbia Bd.

August 4, 2004

Board members present: Troy Clark, Emily Roth, Dale Svart, Frank Opila, Marv Welt.
Treasurer's report (Emily):  Balance is $1778.53.  The Friends recently sold 10 T-shirts, receiving $110.
Emily announced that the next meeting of  the Trail Subcommittee is August 18, 3:30 - 7:30.  Choosing evaluation criteria for the trail is on the agenda.  According to the latest schedule, an alignment recommendation is due in Feb. 2005.
Troy reported that about 180 juvenile salmon have been counted in the lakes since the water control structure was completed in Nov. 2004.
Jeff will represent the Friends on the Smith and Bybee Lakes Management Committee in the fall and winter, starting in September. Dale will represent the Friends in spring and summer.  This schedule will accommodate Dale's chickens.
The Friends decided to obtain a more recent aerial photograph.  Troy will check into this.

July 7, 2004

Board members present: Troy Clark, Jeff Kee, Emily Roth, Dale Svart, Frank Opila, Marv Welt.

Treasurer's report (Emily):  Balance is $1778.53.
The Friends decided to spend a total of $500 for new T-shirts, including silkscreening.
Frank is no longer going to represent the Friends on the Smith and Bybee Lakes Management Committee.  Jeff and Dale agreed to share this position, starting in September.
Frank was nominated and elected Secretary (5-1).

June 2, 2004

Board members present: Troy Clark, Jeff Kee, Emily Roth, Dale Svart, Frank Opila.

Emily reported that Metro has hired the contractors McCloud-Reynolds, Dean Apostle and Pacific Habitat for the trail alignment project.
Marv Welt was nominated and elected to the Board of Directors (5-0).
